STEPS TO REPRODUCE
1. navigate to Region & Language.
2. modify Language
3. add any language

OBSERVED RESULT
no prompt to authenticate for installing the necessary packages.

EXPECTED RESULT
enter password prompt

This suggests that either polkit rules are messed up somehow, or that in a different way, the distro support side isn't working properly.
