SUMMARY
As of 23.04, rendering out transparent files does not give a transparent file, as all regions that should be transparent are instead black.


STEPS TO REPRODUCE
1. Create a video project where clips cover some but not all of the screen
2. Render via the codec "Videos with Alpha -> Ut Video"
3. Import the rendered video to a project and place it over any background

OBSERVED RESULT
The areas of the transparent video that should be transparent are instead black

EXPECTED RESULT
The areas of the transparent video that should be transparent are transparent

Update: It seems I was not sufficiently thorough in my testing. It appears this only occurs with the "Videos with Alpha -> Ut Video" codec. The Alpha MOV codec is working.
