STEPS TO REPRODUCE
1. Attach secondary monitor
2. Move some desktop icons from the primary screen to custom locations on the secondary screen
3. Unplug the screen (if it's HDMI) or turn it off (if it's DisplayPort)
4. While that screen is not active, re-arrange some of the icons on the primary screen
5. Re-plug/turn on the secondary screen

OBSERVED RESULT
Icons on the secondary screen have reset to the default positions (folders-first alphabetical row in top-left corner). This is 100% reproducible for me.

EXPECTED RESULT
Icons on secondary screen don't change.
