Version: 20.12.0 is missing your your version list so I choose 20.12.2. It is what Debian repo offers me, sorry. I use the German translation of the GUI. The menu "Projekt" (project) does offer "Projekt einrichten" (setup project/create project) and "Software-Übersetzungs Projekt einrichten" (software-translations project setup). What is the difference? I don't ask only for support. The point is that the GUI doesn't tell the user the difference. It isn't clear for the user. That is the "bug". And I couldn't find that point the the docs.
In the current version, the strings are translated as: Projekt einrichten ... Software-Übersetzungs-Projekt erstellen ... Is this OK (I don’t speak German)?

For German users the difference between this two menu entries is not clear. 2. Even for English users the difference is not clear.
I'd wager is quite clear given you seem to be the only person that have complained in more than a decade. Please explain why the English terms are confusing for you.

In your original post, you referred to a different string, ‘Software-Übersetzungs Projekt einrichten’. I checked with the latest German translation and found that this string was now ‘Software-Übersetzungs-Projekt erstellen’. Unfortunately, I don’t speak German, so I can’t know if this is an improvement or not. We are dependent on the bug reporter to confirm or disconfirm that the problem has been fixed. But as you have now confirmed that even this new German translation is not good enough, we can reassign it to the German translation team. I’ll do it now. (For English, I think the difference between configuring a project and creating a new project is clear.)

The string “Software-Übersetzungs-Projekt erstellen ...” dates back to 2015, so waaay before version 20.xx used by Unknown. Since then the string has never been changed again in the German Lokalize translation file (according to its svn history). So it cannot possibly be (or ever have been, at least since 2015) “Software-Übersetzungs-Projekt einrichten ...”. My contemporary SVN skills are limited, though, perhaps I’m missing something? I also have only very little Debian experience (from around 2010), but I think I remember that they patch software packages themselves sometimes. So perhaps it is a Debian-related bug?
We translate "configure" -> "einrichten": You can only configure/manage something existing. "create" -> "erstellen": You create a new project (file to hold your configuration). Here you can e. g. choose between "Software" and "OpenDocument". They have different options. So you must create a project (file) to be able to configure it. If you try to configure a non-existing project you get an error: "Create software or OpenDocument translation project first." We introduced our translation "… erstellen …" in 2015: https://websvn.kde.org/trunk/l10n-support/de/summit/messages/lokalize/lokalize.po?r1=1417795&r2=1418035 Since we cannot find/reproduce complained translation I am closing it. Please consider to report it "downstream" to Debian maintainers for more debugging.
