Hi, I just updated some of my workstations to Fedora 38 and noticed that when logged out the monitors do not go to powersave mode. When I am logged in the powersave mode works fine.

I am running plasma under X11 and noticed that in FC38 the sddm is using kwin_wayland so perhaps that is the issue because previously we were using sddm-x11 but that is no longer possible in Fedora 38.

Also, sometimes the effected machines are using 100%cpu with kwin_wayland when no one is logged in (I ssh'ed into
the machine remotely) but this is not always reproducible.

KDE-Plasma versions 5.27.4, KF5 5.105.0. Thanks!
