SUMMARY
I've bound 'Capture Entire Desktop' to 'PrintScreen' on KDE neon, however Spectacle doesn't seem to consistently capture the screen. Sometimes it will capture nothing. If Spectacle is open when the hotkey is hit, it works fine. However if Spectacle isn't open and I hit the hotkey it's inconsistent.


STEPS TO REPRODUCE
1. Open Spectacle
2. Hit Configure -> General -> After taking a screenshot
2.1 Save file to default folder: Disable
2.2 Copy image to clipboard
3. Close Spectacle
4. Add a shortcut to Spectacle
5. System Settings -> Shortcuts -> Spectacle -> Capture Entire Desktop: Print
6. Open the Clipboard and pin it
7. Keep taking screenshots using PrintScreen

OBSERVED RESULT
Some screenshots are not saved to the Clipboard

EXPECTED RESULT
All screenshots should be saved to the Clipboard

It seems like you're using an older version. Can you upgrade Neon so that you can get Spectacle 22.12.3 and try again?

This is the latest version in my package manager. I'm sticking with neon 5.26 as upgrading causes issues on my machine. I tried searching with Discover, but it's not there. I looked for the snap https://snapcraft.io/spectacle, returns 404. https://apps.kde.org/spectacle/ hitting the Install on Linux button opens Discover but it says 'could not open appstream.. because it was not found in any available software repositories'.

Not using the latest release isn't a supported way to use Neon, I'm afraid. If you're having issues that prevent you from being able to upgrade, can you report them using the bug tracker?
