STEPS TO REPRODUCE
1. Open the digital clock's settings
2. Go to "Time Zones" section
3. Click on "Switch systemwide Time Zone..." button

OBSERVED RESULT
"Date & Time" KCM opens with "Date and Time" tab focused

EXPECTED RESULT
"Date & Time" KCM opens with "Time Zone" tab focused
