STEPS TO REPRODUCE
1. Add or edit some rules in the permission kcm
2. Hit apply
3. Activate "highlight changed settings"

OBSERVED RESULT
No orange dot appears.

EXPECTED RESULT
Orange dot indicates that permission differ from the default.
