STEPS TO REPRODUCE
1. Make a new project with a different project aspect ratio and(!) different overall size (may not be needed but was the case for me) than the clip you'll import
2. Import a clip, click cancel on adjusting the settings
3. Drag clip down into the timeline area where the clips go (sorry I don't know the name)
4. Jump to any point and press play on the Project Monitor

OBSERVED RESULT
Project Monitor matches render result

EXPECTED RESULT
Project Monitor is very wrong on both padding and scaling of how it will look like after export, essentially making it impossible to crop or scale the clip correctly
