Currently run commands can only be added via GUI, however in some situations it would be helpful if this could be done via CLI: kdeconnect-cli --device 644ccf7fd6f3678d --add-command 'mycommandhere'

Side note
Have talked to devs on IRC about this a couple of years ago and one had this on their todo list - cannot remember who it was though
