in bookworm sid... 
as already mentioned bookworm sid tries to overwrite severla kubuntu /kde config files. I dont know if this is problem of kde or bookworm sid upgrade... i report here... currently, kde/plasmashell is broken to me.

You are trying to  install packages of two different distros this is most likely not supported by them and not a KDE bug in any case
