no special permissions for Decode app

SUMMARY

Flatpak app does not require any special permissions, so Permissions section at the bottom of app page is misleadingly completely missing. With the new feature to open Flatpak KCM right from Discover page, it is of no use for such apps, because the button is invisible along with the rest of that page section.

STEPS TO REPRODUCE
1. Open Discover.
2. Search for e.g. Decoder or "qr code".
3. Open app, scroll to bottom.

OBSERVED RESULT
No "Permissions" section.

EXPECTED RESULT
Permissions section header and a paragraph explaining that app this app does not request any special permissions.

Mmm, yeah, we should instead show a message sating something like "no special permissions requested."
