SUMMARY
When 'shift cancels caps lock' option is enabled, shift-drag will not be detected.

STEPS TO REPRODUCE
1. Enable 'Shift cancels caps lock' functionality (System settings -> input devices -> keyboard; 'advanced' tab, 'compatibility options' group)
2. Click apply
3. Try to tile a window with shift-drag

OBSERVED RESULT
While shift-dragging a window, the layout tile under the mouse will not be highlighted. Dropping window while holding shift will not tile it.

EXPECTED RESULT
While dragging a window, the layout tile under the mouse should be highlighted. Dropping the window while holding shift will tile the window.
