SUMMARY
Setting regional format in Windows to be Hebrew (Israel) causes kdenlive UI to be RTL even when language is set to English

STEPS TO REPRODUCE
1. On Windows 11 set regional format to Hebrew (Israel) 
2. Install fresh kdenlive, set language to en_US


OBSERVED RESULT
Interface is RTL instead of LTR as expected. 

EXPECTED RESULT
LTR interface
