If you just go to https://develop.kde.org/docs/ and search for kcm, there are several hits.  Where did you get that link?  Could it be from an old version which needs to be updated?

develop.kde.org got some major restructuring (it's now flatter and we have no Use, Extend, Build and Deploy, and this bug report was made after the fact.

Would it be possible (and reasonable) for develop.kde.org to return something like "This web site has been reorganized and this page has been moved or removed.  Please please update your link or contact whoever provided the link to have it updated." for any pages under those four folders?

Also, can we have a proper product in bugzilla for this? This is definitely not about docs.kde.org.
