SUMMARY

STEPS TO REPRODUCE
1.  Open Dolphin,
2.  Try to open a file not known by system to get a popup window "Choose Application - Portal",
3. Choose application to open or close popup window, doesn't matter,
4. Try to scroll files in dolphin and will scroll only partial  with glitches.

OBSERVED RESULT
Scrolling is working if you close and open dolphin again,

System: Archlinux (EndeavourOS) 
KDE Plasma Version: 5.27.2
KDE Frameworks Version: 5.103.0
Qt Version: 5.15.8
Graphics Platform: Wayland
Kernel Version: 6.2.2-arch1-1 (64-bit)

I believe your issue might be related to Wayland. Does the same thing happen in X11?
I can't reproduce your issue on Wayland or X11 but I've seen some other small graphical glitches on Wayland occasionally.

Behavior doesn't reproduce in X11, only Wayland.

Maybe bug is related to my screen resolution 3000 x 2000, 260 PPI. (HUAWEI MateBook X Pro 2021)

I don't think the resolution is the root cause of the issue but it might be why the glitches appear more frequently across Plasma. See if changing it slightly modifies the behavior.

Solved after today update - KDE Plasma Version 5.27.3.
