SUMMARY The Notification Widget does not show any notifications until it is resized. If you decrease its size until it shows the I logo and then resize it back to normal, it starts working and shows new notifications as it should. But at best until the next reboot. I had the same issue back at Bullseye but it persisted through a new install of Bookworm. But I kept my /home STEPS TO REPRODUCE 1. Add Notification Widget to Desktop 2. Wait for/create a notification (It does not show anything) 3. Decrease the size of the widget until it only shows the I logo. 4. Resize the widget back to normal 5. I noticed something. It looks like it's just not refreshing if it's empty. As long as there are notifications, it refreshes and shows new ones. If you empty the widget it stops refreshing until you resize it again.
The latest version of plasma in which the notification widget works normally is 5.25.5, from 5.26 onwards there is this bug.
Can confirm, still present on kde 5.27.4 on Manjaro Linux
