STEPS TO REPRODUCE
1. Install and select (for example) "Dexy Blur Dark Color Aurorae" window decoration from inside KDE Window Decorations panel.
2. Put the window over some background with text or patterns to see the bug clearly.


OBSERVED RESULT

The window border flickers back and forth between being transparent and not being transparent. It flickers about once every second if you dont move the mouse pointer, and many times per second if you move the mouse pointer. Also try switching between several windows and putting different ones at the top of the stack to hopefully see the bug.

EXPECTED RESULT

The window border should be permanently transparent and not flicker back and forth.

I had to encode the video as 720p in order to fit within the 4 MB filesize for attachments, so the video is blurry now. But you can still see the bug.
