SUMMARY
I have Nvidia GPU + Wayland and the panel will freeze anytime I unpin or rearrange the icons in the task manager.   I can still right click on the panel and enter edit mode which adjusting the height by 1 pixel resolves whatever makes it freeze.  So my workaround is just 1px up 1 px down real quick.  Sometimes if I drag the icon to the exact location it will be when placed it works fine.

1.   Rearrange or unpin icon on task manager

Recent updates over last 2 days may have resolved the problem. I haven't noticed any freezing when rearranging or unpinning yet.  Will keep using and seeing if any particular scenario triggers it.

For me just hovering the mouse back and forth through items cause it to stop updating.

Yes I started getting random screen freezes, which logging out and back in solves and still odd freezing or extreme lag caused by some kind of task manager event like right clicking icon, moving icon, hovering.  It seems to be random because I went almost a day and a half without any noticeable problems and then it just seems to happen at random.

I have the same issue on an Alienware R14 with nvidia Geforce RTX 3070 with Nvidia-driver-525.

Using kubuntu 23.04
plasma version 5.27.4
KDE Frameworks version 5.104.0
Qt version 5.15.8
Kernel 6.2.0.20-generic
Wayland

I think I had this bug for a while, in 22.04 and 22.10. Up until now I restarted the system or restarted kde, which was a pain, so thanks for the workaround.

Another easy way of reproducing it:
Hover on some task on task manager
Wait for the window preview to show up
Quickly alt tab couple of times (I have cover task switcher)
Alt+Tab must be quick so cover task switcher is not able to show up, but you just switch tasks
Panel will stop updating/refreshing after a few tabs.

Does the problem go away if you disable "small window previews" in the Task Manager's settings window?

Yes, it does.
In fact this is what I've being doing lately. But thumbnails are so nice...

Fun fact is that on 5.27.6, if __GL_SYNC_TO_VBLANK=0 was set, the bug was another one (stutter whenever a taskbar item was hovered)
With 5.27.7 I don't get stuttering anymore, but it now freezes no matter the value of __GL_SYNC_TO_VBLANK.

I had small window previews disabled when I filed the bug but I have switched back to Wayland since seeing your comment and so far so good.
