SUMMARY

The default panel only appears on 1 virtual desktop. When you create a new panel (empty panel or default KUBUNTU panel), it does show on all desktops on creation. The moment you reboot, logout or seemingly ad random, the panel only shows on 1 virtual desktop. This is a different virtual desktop each time, so something is triggering it. I've tried the panel on the sides and top and bottom, problem occurs each time. Also, when the problem occurs and you remove the panel and add a new one instead, the problem is fixed again and it shows on all virtual desktops... until your reboot or logout,...

1. Add panel
2. Reboot

I'm afraid Plasma 5.25 is unfortunately no longer eligible for support or maintenance. Plasma is a fast-moving project, and bugs in one version are often fixed in the next one. Please update to Plasma 5.27 as soon as your distro offers it to you. If you need support for 5.25, please contact your distro, who bears the responsibility of providing support for older non-LTS releases.

If you can reproduce the issue after upgrading to Plasma 5.27, feel free to re-open this bug report.

I understand, guess I need to figure out how to get the new plasma version on Kubuntu. 
It's now showing in the update section.

Well, I'm on 5.27 now for a few days. And it just happened. In fact, the taskbar is now gone from all virtual desktops after I woke up the laptop from sleep. This could be an external kwin script related issue perhaps?
