STEPS TO REPRODUCE
1. Go to System Settings, Input Devices, Mouse

OBSERVED RESULT
No obvious way to reprogram mouse buttons. It's the amongst the first things I'd tweak on installing a new OS.

EXPECTED RESULT
Options to change forward mouse button to 'shift click' and backward mouse button to 'ctrl click'

Re-assigning mouse buttons is possible since Plasma 5.26, see https://invent.kde.org/plasma/plasma-desktop/-/merge_requests/920
