This is usually due to an installation problem, a configuration problem, or because the action is not supported followed by :- org_kde_powerdevil[1766]: org.kde.powerdevil: org.kde.powerdevil.chargethresholdhelper.getthreshold failed "Charge thresholds are not supported by the kernel for this hardware"
Also should add that monitor is connected via HDMI and hardware graphics is AMD Radeon Vega 10 Graphics

The monitor is connected via HDMI. And like the OP, Energy Saving or Suspend has no effect.
Resolved on Neon User Edition by an upgrade to the libkf5idletime5 package. A similar fix has been released on Fedora (see bug 462695). Marking as a duplicate of that bug as the fix is the same. *** This bug has been marked as a duplicate of bug 462695 ***
