SUMMARY

In Power Management, Energy saving menu, setting Screen Energy Saving or Suspend session to any value does not have any effect. System stays powered up or the screen will stay on.

STEPS TO REPRODUCE
1. Set screen to switch off after 1 min. Apply,
2. Set Suspend session to sleep after 1 min. Apply, 
3. Do not use system, no media playing.

OBSERVED RESULT
1. Nothing happens
2. Nothing happens

EXPECTED RESULT
1. Screen to switch off after 1 min
2. System to sleep after 1 min.

ADDITIONAL INFORMATION
From the journal, when I tried to change the settings I got :-

org_kde_powerdevil[1766]: org.kde.powerdevil: The profile  "AC" tried to activate "DimDisplay" a non-existent action. This is usually due to an installation problem, a configuration problem, or because the action is not supported

followed by :-

org_kde_powerdevil[1766]: org.kde.powerdevil: org.kde.powerdevil.chargethresholdhelper.getthreshold failed "Charge thresholds are not supported by the kernel for this hardware"

Also should add that monitor is connected via HDMI and hardware graphics is AMD Radeon Vega 10 Graphics

I can reproduce this only on Wayland, X11 works OK.

I am using a desktop system with only one monitor.  The monitor is connected via HDMI.

I attach the output of journalctl -b --user-unit=plasma-powerdevil.service

I don't find the entry about DimDisplay but I do get the message about Charge thresholds not supported whenever I make changes in powerdevil. And like the OP, Energy Saving or Suspend has no effect.

Resolved on Neon User Edition by an upgrade to the libkf5idletime5 package.  A similar fix has been released on Fedora (see bug 462695). Marking as a duplicate of that bug as the fix is the same.
