Lightly style is not affected (it's too much different though). Can't remember if this started to happen after Plasma 5.27 update, but I'd rather blame Frameworks 5.103.0 update.

Interesting enough, I also see infamous "corners" bug for menus in Dolphin, but that (and the menu translucency thing) affects only my Manjaro install, and does not affect Tumbleweed VM. Probably some old config-related thing?
Couldn't reproduce it in Wayland session, it happens under X only.
I've seen this on some of my systems as well. After deleting .config/breezerc the menu did look normal but the corners appear to have a dark dot. I do not see this for other context menus in dolphin.

Re-setting menu tranparency recreates [Style] MenuOpacity=.. entry in ~/.config/breezerc and the weird look shown in the inital report is back.
I'm unable to replicate this issue on Plasma 6.2.5. I get a proper transparent menu. Can you please re-check and confirm if this issue is still occurring? If it is, please change the status back to REPORTED.

Lol indeed it's not replicable not but I guess that's not due to fixing this bug but because now there's no way to set a custom transparency for menus. Whatever setting I apply under Wayland or X to menus using Desktop Effects' Translucency or Breeze settings for app style, it simply does not work. Nice "solution" Plasma devs... However this might be related to me using AMD graphics now (amdgpu), while the bug was reported on an Intel laptop (i915), so go figure...
Can you please try on a fresh user account, it may be the case that some configuration option is leftover from an old Plasma version that isn't relevant anymore? Just a quick FYI, sarcasm about developers work doesn't tend to get received well, especially since many developers are just volunteers, and they work on KDE projects in their personal time. Please change the status back to REPORTED once you've tested using a fresh user account, thank you.
Checked one more time using old and fresh accounts, both Wayland and X, both Breeze and Klassy styles, and a couple of reboots, the issue is gone. It seems that playing with transslucency and blur settings as well as opacity settings in the styles' preferences had an effect on underlying config files and my previous reply wasn't correct. The only scenario untested is Intel graphics which this problem was discovered on in the first place, but I have no Plasma on that laptop anymore. It's probably resolved now.
I'm on 6.3.2 now and not seeing this anymore on my machines.
