STEPS TO REPRODUCE
1. set Time to Portuguese (Brazil) in 'Region & Language' KCM
2. logout and login
3. hover over the digital clock in Plasma panel

OBSERVED RESULT
at the time I'm reporting this bug the date from the tooltip is '18 18e fevereiro 18e 2023'.
Please see the attached screenshot.

EXPECTED RESULT
correct date is '18 de fevereiro de 2023'
