these are pictures of the most obviously affected parts. they are significantly larger than normal

SUMMARY
I upgraded my system to 5.27 from 5.26 and upon reboot all of the window decorations were noticeably grainy, I tried rebooting again to fix it but to no avail, when i launched firefox i noticed that not just the window decorations are different, but my panels are larger as well. 

STEPS TO REPRODUCE
1. upgrade to 5.27???

I tried switching the themes used for the window decorations but they all exhibit the same behavior

I'm not sure I understand. The screenshots shows a Plasma Panel, not a window's window decorations or an app that's drawn too big. Can you maybe attach a full-screen screenshot that shows the problem?
