STEPS TO REPRODUCE
1. Set panel to windows can cover.
2. Open any application maximised.
3. If you hover mouse cursor close the the bottom edge.
4. If you hover mouse cursor on any area of the panel without any icons or widgets.
5. Additionally wait for a minute or so with a maximised application.

OBSERVED RESULT
A boarder line appears on screen, which is the panel boarder line as far as I understand it.

EXPECTED RESULT
No boarder line should appear unexpectedly for the panel.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Arch Linux
KDE Plasma Version: 5.27.0
KDE Frameworks Version: 5.103.0
Qt Version: 5.15.8

ADDITIONAL INFORMATION
I am using KDE Plasma under wayland if that is relevant.

Update: The boarder line is also appearing while watching video in browser in full-screen mode. This is very distracting as it appears in the black bars area. I tried taking screenshots but whenever I do, panel refreshes and I am not able to capture it in a screenshot.

Hi Nate, 
It is not blue. Colour of the line seems to change based on the accent colour.
I have attached the screenshot in an attempt to show what border line? outline? I mentioned in the bug report.
Please let me know if you need any more information.

Just finished updating to 5.27.1. The artefact line that appears in the panel when an application is covering the panel or watching video in full screen still exists but it is now much thinner. Something has improved I don't know what was changed but thanks for the update, It is now far less noticeable if I am not looking directly in the area.
