I noticed this immediately after updating to 5.27. When I hover over items, the balloon tooltips pop up in a rather flickery fashion, sometimes showing up in a wrong place or briefly disappearing before they appear again. I shot a short video to illustrate the problem:

Tooltips can be seen bounding around, not showing up consistently etc. This is rather eye-jarring and distracting. This behavior is not isolated to systray but it's very easy to reproduce there.
