SUMMARY
In KWeather 22.11 on Wayland, the background animation only plays whilst moving the cursor inside the application window. Running under XWayland via QT_QPA_PLATFORM=xcb does not produce this issue.


STEPS TO REPRODUCE
1. Log in to Plasma Wayland
2. Open KWeather
3. Move your mouse cursor away from the window and keep it still

OBSERVED RESULT
Background animation stops playing

EXPECTED RESULT
Background animation keeps playing

Could be upstream, as Linphone is also affected by this.

This is incredibly strange, does the same happen if you were to use a flatpak?

Yep, flatpak version exhibits the exact same behavior.

The latest Mesa version (23.0.0-rc5) solves this problem. Now, if I start native KWeather with Mesa 23.0.0-rc5, no lag. Flatpak version (which runs on an older Mesa) still has this bug.

Closing as upstream issue.
