STEPS TO REPRODUCE
1. Open System Settings
2. Select category Applications 
3. Select sub-category Flatpak Permission Settings

OBSERVED RESULT
Instead of installed flatpaks and their permissions options, a blank page is shown.

EXPECTED RESULT
It should show the flatpaks and their permissions.

I don't know if there could be a relationship (I hope not) but my flatpak remotes are installed with the "--user" prefix.
