Menu headers with incorrect font size

SUMMARY
When using the default Breeze application style, menus that display headers do so with an incorrect font size. This problem doesn't occur with Kvantum or Lightly application styles.

STEPS TO REPRODUCE
1. Use default Breeze application style
2. Open an application, for example Dolphin
3. Right click on a headerbar icon

OBSERVED RESULT
The headers are displayed with a wrong font size

EXPECTED RESULT
Header font respects the system font size

SOFTWARE/OS VERSIONS
KDE Plasma Version: 5.26.5
KDE Frameworks Version: 5.102.0
Qt Version: 5.15.8

Changed the design to something new in Plasma 5.26, so this is effectively fixed. At the time, the old design was intentional, though.
