it should off by default

causing drops from 60fps to 45-15fps

Please note that converting 60 fps to 45 fps is not that trivial. Normally, frames have to be left out. To convert 60 fps to 50 fps, you have to drop 10 frames every second. 
There may be specialized software that tries to mitigate this with calculated intermediate steps - a huge effort. I'd be surprised if Kdenlive could do it perfectly.  
Please check your request again - I strongly suspect it is not a bug, but normal.

i'm not trying to convert 60 to 45 -_-

this thing https://i.imgur.com/SEVpym3.png having serious performance problem, no matter what, it's just screwing my framerate ( overclocked under water 5950X + 5700XT )

I see. But for me it is always turned on and I have never encountered such problems on me (on Manjaro Linux).
What "drops" do you have and how do you recognize them?

clip monitor - 50-59 fps
project monitor - 8-14 fps

same clip, zero cuts

w/o that tick have equal performance

I am sorry. Unfortunately, I can not say anything about this, I never get to this problem.
I do not even understand why you have these values: "clip monitor - 50-59 fps - project monitor - 8-14 fps"
But it does make me a little curious: why do you need these settings?

video from the timeline plays 6 times slower ~_~
