SUMMARY

every time i reboot the device, the favorite apps and the backgroundimage are reset to the default wich is kai as image and no apps as favorite.

STEPS TO REPRODUCE
1. change wallpaper
2. add apps to the favorites 
3. reboot device

OBSERVED RESULT
reset image and no favorites anymore

EXPECTED RESULT
changes to be persistent

Linux/KDE Plasma: 5.26.4 manjaro-arm on pinephone pro

KDE Plasma Version: 5.26.4
KDE Frameworks Version: 5.101.0
Qt Version: 5.15.7

ADDITIONAL INFORMATION
i dont know if its a plasma bug or if its a manjaro thing. i didnt tested es on other operating systems

Could you please try updating to 5.26.5 and seeing if the issue still occurs?

updated to 5.26.5 and it still resets every reboot

installed postmarket os now on my pinephone pro and it has the same issue

This is incredibly strange that you're still having it, I don't experience this issue anymore since https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/2601 was merged

just tried again and it seems to work now. i dont realy know the technial part but it was a fresh installation and maybe the first reboot (the one that the favorites did not survive) was for the shutdown part on an older version. only read the version numbers after reboot.
