SUMMARY The order of activities does not follow the way you set them in the settings. It changes when you edit an activity. I'll mention one of the ways the order of activities is confusing, but it's definitely the only one. STEPS TO REPRODUCE 1. Set the pager to Activities pager 2. Open the settings for activities. 3. Change an activity's name OBSERVED RESULT The order of activities in the pager changes EXPECTED RESULT The order of activities in the pager stays the same. It would be good to make the order rigid, like the virtual desktops.
Activities list in the default switcher are in the most-recently-used order - like windows in alt-tab switcher. This is intentional. If someone wants to create an option to reorder this, with it being false by default, I'd be fine with it. Until someone does, resolving issue as intentional.

The Meta+tab behavior is fine to me. I'm talking about the activities pager (see attachment). I think it's valuable to have that one at least stay in a contant order, otherwise it's nearly useless. There is no clue about which activity in the pager is which until you hover over it. so the order is very important (not to mention the muscle memory).

Yes, right now Activities order themselves by recency of use, not a fixed alphabetical order.
