SUMMARY The default timer to shutdown or reboot your system is 30 seconds. My suggestion is to add a setting to the settings app to change that. The setting would be located under 'Startup and Shutdown'. ADDITIONAL INFORMATION Yes, there is a way to change this countdown in a config file: https://www.pclinuxos.com/forum/index.php?topic=153588.0 However, I didn't find any setting in an app with a GUI. Moreover: I changed the default value from 30 to 5 seconds. After the last Plasma update, this value was reset again. If such a feature already exists I request to give it a more prominent place or make it easier to find in the search of the settings app. BTW: I have no idea weather I have placed this request it in the correct tool mailing list or not (I don't think I did, but it was the one that fit best for me). Can you explain your use case for wanting it to be 5 seconds instead of 30 seconds? What's wrong with just hitting the return/enter key to confirm?

In short I would sum it up under efficiency and convenience. You can avoid an extra input that is actually unnecessary. It's like Windows 7 which had the perfect layout to shutdown: 2 clicks to shutdown. Every new version added the need of pressing another button to get the same result. The main idea is to make the counter adjustable - it kinda already is through a config file, but this isn't really intuitive. It is also about adjusting the setting without it being overwritten by a new update.

If your goal is to minimize interactions, you can have that in Plasma too if you disable the logout confirmation screen in System Settings > Startup and Shutdown > Desktop Session. Then you can shut down in 2 clicks (first to open Kickoff or Kicker, second click to shut down) The proposal seems like over-configurability given that the entire logout confirmation screen itself can be disabled for people who want faster interaction. Thanks for the idea anyway though!
