SUMMARY
I had a conversation with a Japanese, who has a certain problem(on a different DE, but I think it's a problem that isn't really tackled by any DE including KDE).
Basically the main serif/sans font doesn't support all the characters he needs, and wants to choose a matching sub-variant of the font with ChineseJapaneseKorean support.

STEPS TO REPRODUCE
1. Go to settings.
2. Can't modify the fallback font order.

OBSERVED RESULT
Can only modify the main font system association.

EXPECTED RESULT
Being able to modify the fallback fonts.
I guess this would require a creation of font-config config files in say $XDG_CONFIG_HOME/fontconfig/conf.d ?
