Panels management shows panel on disabled output that doesn't exist in Display Configuration

OBSERVED ISSUE
KDE default panel disappears from Wayland after switching to X11 and back. X11 option was available when I installed the OS.

EXPECTED RESULT
Panel at originally placed position.


SUMMARY
I changed the login screen option to X11 to test it out -- all was fine.  The only configuration I changed in X11 was the desktop background. The next time I logged in I chose Wayland, and the default panel was gone. I logged out and rebooted several times: X11 always had the panel, and Wayland was always missing the panel.

(See attached image) I discovered the "Panels and Desktops Management -- Plasma" window. This allows dragging the panel to the desired screen. It shows the disabled display output on my computer while the Display Configuration does not.  The panel was on the disabled display output.  


STEPS TO REPRODUCE
1. Select Wayland at login screen
2. Place standard panel on left side vertically (may not matter)
2. Logout 
3. Select X11 at login screen
4. Login
5. [BAD] Main panel missing

WORK AROUND
1. <ALT-CLICK> on desktop and choose "Enter edit mode"
2. In the short horizontal panel at top of screen choose "Manage Desktops and Panels"
3. In the "Panels and Desktops Management -- Plasma" window that appears, drag the panel from the disabled display output  (see attached picture) to the desired enabled display output.

This should be fixed in Plasma 5.27, finally!
