Video of corectrl hung until moused over

SUMMARY
Applications will hang if not moused over for a random period of time, few seconds to a minute. Notifications will also hang and stop counting down and new notifications wont appear until one of the stuck notifications is moused over.
I believe the applications are hanging as programs like corectrl will ask for root permissions again if it was hung for awhile and my Discord status will switch to offline if it has hung for awhile.

STEPS TO REPRODUCE
1. Open a gui application
2. leave it unfocused without the cursor hovering over it
3. wait for app to hang or gui elements to stop rendering new frames

OBSERVED RESULT
The app or notification hangs until moused over.

EXPECTED RESULT
The app shouldn't hang and notifications should continue to count down as normal without needing to be moused over.
