Popup blends in too much with background setting panel

I have multiple monitors and change settings regularly, for example when sharing a screen with co-workers.
The new popup is an important improvement, but it also is a bit stealthy. I often am not aware of this popup and settings revert against my will. Which is really really disturbing and annoying.

So I would like this popup to be more prominent and harder to miss. Either by coloring, or most preferred by darkening the background globally with the popup in focus.

See my screenshot how this popup blends in with the dialog beneath which makes me miss it each time given the whole real estate of my monitors. Don't forget that the whole monitors flicker and turn of and on, while the popup comes into existence. Who knows maybe adding a delay to when it opens, so monitors are back when it does, already would be enough.

Yeah, the underlying issue here is that the darkening effect behind the pop-up blend in when youre using a dark theme. With a light theme, the darkening effect is much more obvious, and helps the popup "pop", so to speak.
