SUMMARY
With current behaviour to clear recent files or document you need to select item first or press Ctrl+A -> Right click -> Forget Files or Locations if want to clear all. Ark by default will extract all files unless user select specific item. Another example is Gwenview  by default will clear all recent folders or items. And Kate too will clear all recent files by default.

STEPS TO REPRODUCE
1. Open Recent Files or Location
2. Select files or folder then Right click -> Forget Files or Locations
    or (to clear all)
    Ctrl+A -> Right click -> Forget Files or Locations

OBSERVED RESULT
Need to select files or folder first

EXPECTED RESULT
Allow user to clear recent files or document without selecting them first and change behaviour from selected items to clear all.

If stick with current behavior, maybe add "Clear all" to the left of the Split toolbar (only visible when open Recent Files or Folder), this is very useful.
