SUMMARY
my devices can't see each other. they are on the same network and can reach each other.
when i search for devices on my phone or desktop it doesn't show anything.

i followed the the steps here that were relevant to me on this website.

i tried to find my pc device on a android and apple phone they both didn't show my pc device. so most likey my pc is at fault.

additional packages installed otherwise this is a clean install of ubuntu.

From the looks of it, I would guess that you have a firewall that is blocking the connection attempts.

For these kinds of questions it is usually best to turn to one of your distribution's support forums, or to discuss.kde.org. You are more likely to receive a timely answer there.
