SUMMARY
Window shortcut rules now working when more then one window open that matches rules.

STEPS TO REPRODUCE
1. Add two window rules with Shortcuts
2. Open first window (Konsole), confirm that window shortcut works OK
3. Open second widow (Chromium)

OBSERVED RESULT
Neither Chromium nor Konsole shortcuts work. Both windows have correct shortcuts (ALT+1 and ALT+2) displayed in titlebars. Closing one of the applications does not fix the issue. But closing both and starting one of them again will enable shortcuts for that started app, until second is started and then both are not working.

ADDITIONAL INFORMATION
Reproducible in freshly installed Fedora 37, and Opensuse Tumbleweed.

Same bug can be replicated in Fedora 37 Live ISO with Plasma 5.26.2 installed.
On top of already reported issues, I can reliably replicated Plasmashell crashing when assigning custom application shortcut to Firefox and then closing Firefox window. This will crash whole plasmashell, both on Fedora with Plasma 5.26.2 and 5.26.4.
