SUMMARY My latte top panel floats in front of all windows when on Wayland, obscuring the top of the window when said window is tiled or maximized. The panel is set to "always visible", and should act instead as the effective top of the screen, above which or behind which windows cannot go STEPS TO REPRODUCE 1. Begin wayland session, launch dock. 2. Open a window 3. Tile window to top of screen OBSERVED RESULT Windows slip behind the panel EXPECTED RESULT An "always visible" panel should block any windows from going behind it, functioning as the top of the screen, as on X11. SOFTWARE/OS VERSIONS Linux: Arch, Zen 6.0.11 KDE Plasma Version: 5.26.4 KDE Frameworks Version: 5.100.0 Qt Version: 5.15.7

Non-maximized windows also go behind the panel, such as when quarter-tiled, and can be dragged there manually if floating. This isn't mentioned in your report, but I wouldn't be surprised if these are underlyingly the same bug.
