STEPS TO REPRODUCE
1. open an app
2. right-click on the window decoration, hover over 'More actions' and choose 'Configure special application settings...' 


OBSERVED RESULT
Sometimes the 'Configure special application settings...' window opens with 'Reset' and 'Apply' buttons active on bottom.
If I click on 'Reset' button, the 'Window Rules' KCM opens. Please watch the attached screen recording. If the bug did not occur after following the steps for the first time, repeat the step 2. At some point the bug will occur. 

EXPECTED RESULT
'Reset' and 'Apply' buttons should always be greyed out after the provided steps
