SUMMARY
When showing an inline top drawer it is under GlobalDrawer's close/open button (handle). 

STEPS TO REPRODUCE
1. Open kirigami gallery
2. Navigate to drawers
3. Click "Inline Top Drawer"

OBSERVED RESULT
Drawer is under GlobalDrawer's handle.

EXPECTED RESULT
It should go over GlobalDrawer's handle.

Fixed by me with https://invent.kde.org/frameworks/kirigami/-/commit/b6a599cd29e2d8a8d1b8900f79bb4a05a486b3d2 in Frameworks 5.102.
