STEPS TO REPRODUCE
1. use Wayland
2. use a custom cursor theme - I use Radioactive theme from the KDE Store

3. drag an icon on desktop

OBSERVED RESULT
cursor changes to 'not allowed' mode while we drag the icon. This does not occur when I drag an icon in Dolphin.

EXPECTED RESULT
cursor in 'allowed' mode, like in Dolphin
