SUMMARY
In Czech keyboard layout You cannot use numbers for [count] operations in vi normal mode. English (US) layout works as expected. 

STEPS TO REPRODUCE
1. switch to Czech keyboard layout
2. e.g. type `5j`

OBSERVED RESULT
Cursor moves only 1 line down. (The number 5 was completely ignored).

EXPECTED RESULT
Cursor should move 5 lines down.

SOFTWARE/OS VERSIONS
Xubuntu 22.04 LTS (with ppa:kubuntu-ppa/backports)
KDE Frameworks Version: 5.98.0
Qt Version: 5.15.3 (built against 5.15.3)

- Numbers in czech keyboard are inserted with Shift
