sorry my bad, when the fullscreen app disables the compositor, then this issue happens, when i do shift alt f12, it reenables the compositor which fixes the issue temporarily until i open the app again or disable the compositor
I also have this bug; it appears to happen randomly when the compositor is disabled (~40% chance at every login).
