I open the file request window. Folders with Cyrillic characters are not displayed.

This does not work in any window that reads local files.
 Menu: File - Open. 
Меnu: Setup - Resource library management - IMPORT. 
Menu: Setup - Resource management - Import of sources.

I'm sorry, but the file dialog is part of Qt, so this is not a bug we can fix.
