Other times is much much worse. What is your storage hardware? Hard drive or SSD?

Well that's almost certainly it. KDE software is known to be somewhat poorly optimized for hard drives in general, and almost everyone uses an SSD as their boot disk these days, so not a lot of people are looking at hard-drive-specific optimizations anymore.
Not most people have SSDs yet. They are expensive and do not have great capacity. so, i dont think this is a reason not to optimize such software.
