STEPS TO REPRODUCE
1.  add hdmi monitor
2.  systemsettings-display configuration
3.  try to arrange monitors in upper right window.

OBSERVED RESULT
cannot seem to grab and move the monitor icon to the desired position

EXPECTED RESULT
easy rearranging of monitor icons

This issue was fixed in the final best way with Plasma 5.26 already.

Thank you. Unfortunately, a change to Plasma 5.26 is not an easy option for me on Kubuntu 22.04.
